I think it is Early Blight, a fungus that is certainly not helped by overwatering. I'm watering my garden via sprinkler this summer (I've always done drip hoses in the past) and I also planted my tomatoes fairly close together.
All these add up to conducive growth for fungus, I'm afraid. I've plucked the leaves and sprayed with an organic fungicide.
